Let NEWS/CONTACT News Planning for Urban Revitalization of America, Inc. (PURA) was established on June 9, 1997. The incorporation founder was William C. Harrison, who developed the initial concepts of the organization. Mr. Harrison arranged to get the necessary approvals from the U.S. Internal Revenue Service and the State of Maryland for operating as a nonprofit organization in accordance with Section 501(c)(3) of the Internal Revenue Code. The first Board of Directors consisted of Mr. Harrison who also served as Chairperson; Dr. W. Lena Austin, who also served as Secretary; LTG Edward Honor, USA (Ret.); Mr. John L. Huggins, Jr.; and Mr. Robert W. Laws. These individuals are the founding fathers of PURA. At the time of the establishment of PURA, Mr. Harrison was serving as Chairman and CEO of Filaments Etcetera, Inc., an electronic/information technology business; Dr. Austin was serving as a Professor of Medical Mycology in the College of Medicine at Howard University; General Honor was serving as President of the National Defense Transportation Association which had 18 branches throughout the world; Mr. Huggins was serving as Chairman and President of Quality Telecommunication Services, Inc.; and Mr. Laws was serving as a Government Official with the Federal Aviation Administration.
